Cures Act (also known as 21st Century Cures Act) is a regulation that was enacted in 2016. Of relevance to informaticists are the provisions that allocate support to the US Food and Drug Administration (FDA) to help them streamline the approvals for medical devices, advance telehealth services implementation, eliminate bureaucratic red tape, and promote the increased use of electronic health records (EHR). Overall, the regulation is intended to facilitate the prompt approval of new medical devices and encouraging a shift towards increased adoption of electronic health information management systems (Gabay, 2017).Assignment: Policy/Regulation Fact Sheet.

Cures Act has enabled the development of the Trusted Exchange Network with three significant effects on system implementation. Firstly, it has allowed research to have greater access to medical records thereby speeding up research thereby ensuring that research benefits are realized earlier. This has occurred through authorizing funding to the NIH to manage these activities, to the tune of $4.8 billion to run through 2026. Secondly, it has accelerated the adoption of EHR through determining where the technology should be used as well as acceptable capabilities. Cures Act has an impact on clinical care, patient/provider interactions and workflow. The regulation has reauthorized programs that encourage research and treatment of rare pediatric illnesses. In addition, it has encouraged antimicrobial resistance monitoring. Besides that, it has enabled research access, use and sharing of health data, and enhanced scientific research rigor and reproducibility. There are five organizational policies and procedures that must be in place for a health care organization to address Cures Act. The first requirement is an establishment of expectations of the different stakeholders with a focus on what the sponsors expect as well as support for timely coordination. The second requirement is data management procedures such as how data summaries would support applications of qualified interventions. The third requirement is education of medical personnel on how to leverage their abilities to use health information exchanges, and ensuring that patients have access to their medical records. The fourth requirement is presenting procedures for qualifying innovative activities to receive funding thus ensuring that edibility is justified.
