Banner Health is a not-for-profit health care system in the United States with its headquarters in Phoenix Arizona.   The organization runs twenty-eight hospitals, including 3 academic medical centers along with other related health services and services in six states (Nebraska, Nevada, Arizona, Colorado, Wyoming, and California). The organization is considered and acknowledged as one of the biggest not-for-profit systems and the leading health system in the United States for the clinical quality constantly offered to patients in Banner’s hospitals. With over fifty-thousand employees, Banner Health is the biggest private employer in Arizona and the third biggest employer in the Front Range area of Northern Colorado.  Banner Health provides physician services, comprehensive services (including, primary care, hospital, and emergency care, outpatient surgery, pharmaceutical, laboratory services), and home care and hospice care services. Lack of a uniform culture is a potential issue with Banner’s organizational culture.  With numerous organizations with multiple facilities spread in six states, attempting to adopt a uniform organizational culture is nearly impossible. Every organization is distinct and culture is not uniform across organizations. Each facility describes its culture as distinctive and adopting a common method of implementing a strategic plan is extremely difficult because attempting to get a formula for success that can be adopted by all facilities maybe not a simple task. Implementing a strategic plan might be stagnated by competing cultures. If the culture and the strategy are not aligned, it is very hard to accomplish strategic goals.

The Balanced Scorecard (BSC) is the model that Banner Health can use to support the implementation of the strategic plan. The BSC is a strategic planning tool that organizations utilize to communicate what they want to achieve, align daily work that people are doing with strategy, prioritize projects, services, and products, and measure and monitor how the organization is progressing towards strategic targets.  Due to lack of a uniform organizational culture across facilities, the BSC can assist Banner health overcome cultural misalignment across previously  autonomous  providers, and enable them to become better aligned to a new strategy for the delivery of greater value for communities, patients physicians, nurses, and payers. According to Kaplan (2020),   the aim of health care merger and acquisition activity is to lessen competition and increase the bargaining power of an organization.
