The competing needs behind the complexities surrounding nursing staffing in the United States include the aging nursing workforce, and nurse burnout. Haegdorens et al. (2019) explained that close to 1 million RNs are aged 50 years and above, indicating that more than one third of the nursing workforce in the United States is approaching retirement within the next 10 to 15 years. Therefore, nursing shortages due to the aging workforce is a critical competent need that could have negative impacts on health and patient care outcomes. Secondly, the heavy workloads faced by the workforce are another competing need behind the high rates of nurse burnout and turnovers. Griffiths et al. (2018) insisted that nurses have continued to assume more roles and responsibilities, and this has contributed to the heavy workloads and the leveraged intention to leave the profession, a move that affects the nurse staffing levels. The HR policy may influence the nursing staffing levels through the adoption of staffing ratios, and other HR best practices aimed at promoting the attraction and retention of sufficient nurses to fill the various positions. However, whilst the policy is informed by both empirical and theoretical evidence and hence key to promoting ethics, the policy does not provide clear guidelines on how the organization can meet the needs of nurses while offering safe and high-quality care to the patients (Boamah et al., 2018).
